Are people really confident in Neil after the bust pick of Swanigan?

What I didn't get about Swanigan is that they just spend 2 first round picks to trade up to get Collins, a PF/C and then take another PF/C in Swanigan. If you trade 2 firsts for a player at a position, you better be sure so why do you take a backup? Weren't you sure?
