I would disagree. Effect can also be a verb, essentially meaning "to cause" (ie, to effect a change), and affect can be a noun meaning a feeling or emotion. So if I cause someone to feel something, I absolutely can effect an affect.
Just say 'ffect for either one. People will just think you're speaking in a, what's the expression, street patois (I think I read a Harvard linguistics study on that).
